national and regional plans

National and regional plans

For each country where we collected a local plan on antisemitism, we set the national plan on antisemitism or racism, and the plan of the region or state above the city where one exists, beside that country's local plans. We placed them together so that a city's plan can be compared with its country's. We do not count them among the local plans. We coded each of them with the same codebook as the local plans, so any of them can be compared with any local plan.

We collected the national and regional plans above the local plans in our collection and no other national plans. Where a country has no national plan on antisemitism, we show its national plan against racism that names antisemitism. The Bavarian cabinet's concept of 2022 has no public text, so we use the state commissioner's 2021 concept in its place. Denmark published its 2026 to 2029 plan only as a three-page list of initiatives. We could not save the July 2025 plan of Australia's Special Envoy.

Dates of local plans and the plans above them

Each row is one country. National and regional plans are above the line and local plans below it, each placed at its date. A line joins each local plan to the plan above it that was in force when the local plan was adopted (the regional plan where one covers the city, otherwise the national plan). A local plan with a gold ring came before any plan above it. Hover over a plan to see its title, and click it to open its page.
