what the plans commit to do
The 45 local plans on antisemitism that we collected list actions such as lessons in schools, training for city staff, protection of synagogues, reporting lines, grants and commemorations. We recorded each action as one measure and sorted it into a strategy, such as education in schools or policing. We quote each measure from the document with its page, the bodies that the document names to carry it out and any sum of money attached to it.
The counts include the plans coded so far. A strategy that none of these plans names may still appear in plans that we did not collect. An AI agent coded each plan once from the Lab's codebook. A second agent also coded the plans in the two pilot rounds, and we report the agreement between the two agents on the Coding framework page. Drafts and earlier versions of a plan were coded as separate documents. We quote each document in its own language and give an English gloss after each quotation that is not in English.
