Compare two plans

Choose any two of the local plans on antisemitism that we collected or of the national and regional plans in the same countries. A city's plan can be set beside its country's. Where the coder gave both plans the same code, the code is outlined in navy. We show each strategy as a share of the plan's measures, since the plans list very different numbers of measures.
